SWPPP is a compliance scope, not a landscaping one. New York projects disturbing an acre or more fall under the state's general permit for construction activity, which requires controls to be installed before disturbance, inspected on a schedule, and repaired when they fail. A silt fence that has been driven over is a violation, not a cosmetic problem.
